CNFA strongly believes that positive legal, regulatory and fiscal frameworks are fundamental to improved agricultural sector competitiveness, faster growth, reduced poverty, less unemployment and the growth and sustainable success of both for-profit agricultural enterprises and civil society organizations.  We also recognize that stronger host government capacity to identify, enact and enforce needed laws and policies is a basic requirement for enhanced agricultural growth and competitiveness as is expanded government capacity to provide the basic infrastructure and levels of extension, research and information services that farmers need and want. Through support for private sector led training plus technical assistance and competitive, matching grants at regional and local levels for private sector demonstrations and small-scale business development plus the formation and strengthening of non-governmental organizations CNFA seeks to create and/or strengthen multiple elements of  more positive frameworks.  Support for the growth of viable public-private partnerships are also an important element of such CNFA agricultural enabling environment activities.
