Sahar Al-Rufai

Senior Director of Programs

Sahar Al-Rufai is a certified Project Management Professional (PMP) with more than 15 years of experience managing international development programs, which focus on private sector development, education, capacity building, governance, and conflict and transition economies.

Al-Rufai joined CNFA in 2016 to provide support to the $41 million USAID-funded Agricultural Growth Program – Livestock Market Development (AGP-LMD) project in Ethiopia. Shortly after, she joined the team in Washington, D.C. as Director of Programs. She provides support to projects in Azerbaijan, Burkina Faso, Cote d’Ivoire, Georgia, Guinea, Liberia, and Niger.

Prior to joining CNFA, Al-Rufai managed a basic education program in South Sudan and served as the Chief of Party of the Middle East Partnership Initiative-funded Community Development Grants Program in Libya. She has also served in posts as Country Director, Chief of Party, Deputy Chief of Party, and Grants Manager in Afghanistan, Iraq, Libya, Sudan, South Sudan, and Turkey.

She holds a Master of Science in Computer Engineering from the University of Technology in Baghdad, Iraq.
